Over the course of time, Tamils, by virtue of their proficiency in the English language, competed successfully with the Sinhalese and acquired a disproportionate share of jobs in government services and other professions.

.. the recurrent allegation by the Sinhalese that, during the British era, the local Tamils enjoyed an "unfair" educational advantage, and a placement in administrative position in far in excess of their numbers in the total population. The local Tamils in turn have wondered why, when the low-country Sinhalese themselves have enjoyed disproportionate educational advantages compared with other segments of the Sinhalese population such as the Kandyans, ...

The History of Sri Lanka. Patrick Peebles.
Jaffna Tamils used education to move into the English-speaking occupations in government, the private sector and the professions. Many Tamils migrated to the southern and central regions for employment, leading to Sinhalese protests that the British favored Tamils over the majority Sinhalese.

... but because English served as a bridge language between ethnic groups, minorities, particularly Tamils, filled many civil service positions.

Inevitably, therefore, the British Government favored the Ceylon Tamils with high positions in administration, even in business, with the result that they stood disproportionately represented in public services.

Exploring Confrontation. Micheal Roberts.
Among the segments of the population which garnered a significant proportion of administrative posts were the Tamils from the Jaffna peninsula (Roberts, 1979b). They made government service into something of an industry.

Srilankan Tamil Nationalism. A. Jeyaratnam Wilson.
Communal representation became a serious issue from 1908 onwards ... The Tamils stood to lose from this [territorial representation], but hoped to maintain their position if the franchise were extended only to the English educated.

From Reaction to Conflict Prevention. Fen Osler Hampson.
The Srilankan Tamil Minority (accounting for 12.6 percent of the population in 1981) ... although their overall university admissions were roughly inline with their population in 1964, Srilankan Tamils held around 40 percent of the university places in science, engineering, medicine, agriculture and veterinary science.
...
When the Sinhalese gained power, they sought to correct the perceived horizontal inequalities disadvantageous to them - through educational quotas, the use of Sinhalese as the official national language, and regional investment policy.

Per capita income, two monthly, 1963 rupees:

In 1963, Sinhalese 62.2, Srilankan Tamils 105.9
In 1973, Sinhalese 75, Srilankan Tamils 75.8

Civil Service Employment: % in relation to 1981 share of population:

In 1955, Sinhalese 0.77, Srilankan Tamils 1.44
In 1963, Sinhalese 0.96, Srilankan Tamils 1.29
In 1979, Sinhalese 1.15, Srilankan Tamils 0.72

Ethnic Conflict and Secessionism in South and Southeast Asia: Causes ... Rajat Ganguly, Ian Macduff.
The roots of this struggle date back to Tamil resentment of Sinhalese standardization policies that were introduced during the 1950s, 1960s and 1970s in an attempt to rectify ethnic discrimination that the majority community felt they had been subjected to under British colonial rule.

Indian foreign policy and its neighbours. Jyotindra Nath Dixit.
They [British] played the divide and rule tactic to the hilt of which Tamils were major beneficiaries, socially, administratively and economically ...

With the advent of a democratic form of Government based on adult franchise, Sinhala majority naturally moved to redress the imbalances of previous Tamil influence in the polity and economy of the country. But by the late fifties this attempt on redressing the imbalances of Sinhalese got converted into process of discrimination and later persecution of Tamils.
